Submitting a proposal takes too long

I'm having a problem submitting my proposal to a client/job. The window takes too long to load after completing the proposal and clicking the 'Submit a Proposal' button. When I refreshed, the proposal did not submit. My connects are enough to submit a proposal. What could be the problem?
