Suspended account

I've been created account on Elance from 3 years ago , and I tryed to shif it to upwork
But my account was suspended because I was living in Libya (that is never happen before in Elance)
Now I'm in Egypt, and I am Always travling between Egypt and Libya

today , and after 3 years , I am trying to open my account back , I did not understand what was required of me to un lock the suspention from me

I changed my profile picture , now what ?
Why these complications?

but it is sayes that I have no connects to submit proposal , how is that happened , Is not it supposed to have 60 at start , or shoud I bay it ?
