Hi! Newbie here. Is there a standard meaning for the $$$ at the TOP of job posts? Many have a single $: Does that mean they want to pay us (freelancers) between a standardized, $X and $X, rate ($10/hr.-$20/hr., for example)? Or are they arbitrary? ALSO, are those dollar signs connected to the "expert, "intermediate," etc., designation -- or separate?

No. There is no standard for those.
Clients choose those, based on their own interpretation.
I believe for some job types, certain recommended price ranges have been displayed.
So keep in mind what these are for. These $, $$, $$$ designations do not tell you a specific dollar amount you'll be paid. These are meant to help clients indicate what kind of freelancers they are looking for.

The signs are connected to the categories but it's just for decoration
I used to think it was Expert $$$ paid 100 dollars and up, Intermediate $$ paid between 10 and 99 dollars, Entry Level $ paid between 3 and 9, but that's NOT the case. It should indeed. It would give everybody a perspective about pricing. For instance, they wouldn't be asking for an expert and paying $5 to him/her. The filters would work better too.
