The Send Proposal button is greyed out for me

I've gotten my profile to 100%, and have 80 connects, but I still can't send proposals. The send proposals button is greyed out. I've tried clearing cookies, using a new browser, and using an incognito tab, bu still no dice.

Hi Anthony,

I checked your account and see that you are an exclusive member of your agency. As an exclusive member, you submit proposals as member of the agency. Please check this help article for  more information.
