Dear Upwork, I need to submit weekly timesheet but I cannot figure-out how to do so. I would appreciate if you could instruct me on this matter.

It's done automatically. It's UTC time and I don't know what it is in UTC, but for me it's 7pm Sunday EST. You get an email about it too.

Do you have an hourly contract? 

If so, did you use the time tracker?

There is no such thing as a "timesheet", the time recorded by the tracker is automatically added to the work diary, then after the work week has ended, the client is automatically invoiced for everything you tracked the previous week.
