Top Rated eligible weeks are not updated

I have been seeing for 2 months my Top Rated eligible weeks are not updated. Whereas I keep JSS score 90+ For 2 months, May I know what's the reason why not updated my Top Rated eligible weeks.

Because it takes 13 weeks for 4 non-eligible weeks to work their way out of a 16 week rolling window
