UK company VAT registred

Im looking to hire a freelancer for a project.I just want to know how to handle the VAT.

The price for my job is $250 and the freelancer who do this job is not VAT registred,so,any chance to recover the VAT somehow?

 Is the freelancer actually charging you VAT? If the freelancer isn't VAT registered and isn't charging you VAT then there isn't any VAT to reclaim as none was charged or paid by you in the first place.
