US only resident job listings - not a tax question

When a job is restricted to an individual in the United States does that mean they must be a US citizen and currently residing in the US? Or can it be a US citizen living globally?

 You have to be physically present and residing in the US, you do not have to be a US citizen as long as you are allowed to work in the US.
