Unable To Edit Hourly Rate

Currently, I am able to edit all the different fields in my profile except for my hourly rate. There's showing hourly rate $0 in my profile and I can't change it. If I hover over to change there's nothing appear to edit.

 You're an exclusive member of an agency (very unwise!!) and therefor have given any and all control to the agency, only they can change your rate.
