Unable to Edit Country on Account Creation Screen

I am trying to apply as a freelancer.

 

I am an American citizen temporarily residing abroad in the Philippines. On my application I initially listed my home country, but I do not have access to my American phone for account verification.

 

However, no option is provided to change my country of registration to the Philippines. When asked to input my phone number, the country code "+1" is hard-coded, when my actual phone number begins "+63".

 

I can't find any way to go back and change the country I initially listed. Is there a way to edit the country listed on my application?
