Unable to make payment

I am unable to make payment to the freelancer. it shows following error.

Your account is currently suspended and you have an outstanding balance. Please update your billing information now or contact Upwork support.

can someone please help...

I don't think you understood what I asked.let me reiterate.

I am a client , trying to hire a freelancer and make some advance payments.

But
I am unable to do so.

I see the message saying my account is limited with open balance. But there
is no open balance, etc...
