Q. When I submit a proposal to a job, there does not seem to be any way for me to send a follow-up question or note to the client. What can I do?
A. This is by design. There is nothing wrong with your account, and you are not missing anything. The Upwork system lets you submit proposals to job postings. But after you do that, there is no way to contact the client until the client replies to your proposal. If a client sees your proposal, the client can send you an "invitation" to discuss the job some more, which begins the "interview" phase. From that point on, you may communicate with the client using the Upwork Messages tool. Also, from that point on, you may communicate with the client using any communication method that the client asks you to use to contact him.
