Unable to transfer funds to my Paypal Account????

I tried to transfer funds to my paypal account and i got a message stating " We attempted to process your recent payment but unfortunately it failed. Unable to apply funds." 

All funds were returned to Upwork.

I tried getting support from the chat but was not successful.

Can someone assist.?
