Unable to transfer funds to pay pal

I am trying to transfer my earnings from upwork to my pay pal account. It says "Unfortunately, there appears to be a problem with your PayPal account. Please contact PayPal support and refer to PayPal ID." I do not understand what is the problem. I have a verefied pay pal account. Please help me as I am unable to connect with pay pal.
