Unable to withdraw funds

Hi, I'm new to upwork and I am trying to withdraw my earnings to my Local Bank account but  attempt was failed twice. I have received the letter form Upwork which noticed me that my withdrawal was refused due to:

The reason for returned funds: Unable to apply funds.

Please can anybody help me to solve this?
