Unsuccessful Bid and Upwork Suspension

Hi

I have heard from my collegues that if send 10 proposals without any success to win the job,upwork will suspend my account. Is it true? If yes,then why are we given 60 bids per month? I know that upwork is one of the most trusted and professional site. Such decision is really discouraging freelancer like me before sending proposal to potential clients.
