Do I have to pay for an upgrade in order to submit proposals? I'm new to the group and am trying to get up to speed.

No, you don't need to. You can submit proposals without upgrading/paying.
You will have monthly 60 available connects if your profile is approved and submit upto 30 proposals every month.
