Upwork 10% fee on freelancers

Question: I have worked with a freelancer on a previous job that paid him  around $4,000.00. Because of his good work I have decided to rehire him to help construct the idea into a working prototype. He says the cost will be around $7,000.00 ddollars. Does Upwork see the jobs as two indpendent jobs and thus will charge him at 10% or because he is in a second contract agreement with me will combine the two jobs and charge him 5%?

Yes, both jobs will count towards the $10,000 threshold that's needed in order for the Upwork fee to drop to 5%. So if your second contract is for $7,000, the fee would be 10% for the first $6,000, then 5% for the remaining $1,000.
