In the usa it is leagal to work as a 14 year old and i am sixteen, i have already started a job with a client but when he gave me the offer i was met with a 18 year old barrier preventing any payment for the already provided work. Am i stuck not getting paid for hours of work?

US law has nothing to do with it.  You broke the Upwork Terms of Service that you agreed to when you submitted your profile.  You MUST be 18 to work on Upwork.

Additionally, it appears from your profile that you never had an Upwork contract with the client so you wouldn't get paid anyway.  Never get involved with ANY platform until you have completely read the Terms of Service and learned how the platform works.

There are LOTS of opportunities for a 14-year-old or 16-year-old to earn money.

Upwork is not one of those opportunities.

As a 16-year-old in the United States... There are so many great opportunities for you. Just look around your community.
