Using same debit payoneer card for several accounts

I wonder if it's legal to use already linked payoneer card to one account for another account for another person?

If you are talking about withdrawing funds to the payoneer card that's already linked to another account, the answer is simple - you can't. First of all, the name on you profile and payoneer account should match, so basically you can't even withdraw funds from you account to anyone else's payoneer card, only on yours.
