W-8BEN not accepted by upwork

I am trying to withdraw funds. But it says to complete my tax information. I have completed my legal name and address in tax information section in the settings as I am not a US-person but I still get the same error when I try to withdraw.
"In order to withdraw earnings, please complete a W9 Form."

Why should I complete a W-9 when I am not a US-person?

I too am a non-US citizen. How do you consult an Upwork legal advisor? And what is a W9 or W-8BEN form. Where do you find them? I did not even have an option to complete any form when I filled in my tax details.
