What is the policy for non US person W8BEN ? as im new so i dont have any tax return.What to do then?

As far as I know, the W8BEN is to prove that you're not a USA resident.

The Form W-8BEN is a form used to confirm you’re not a U.S. taxpayer and that Upwork is not required to withhold taxes from your earnings. In this case, you will only need to fill-in your legal name and address that matches the details on your Upwork account.
