You really need first to find a competent researcher to asses the content, the design, and the usefulness of your site before paying them or someone else to promote the site to improve rankings.

While some fields such as the type of the job (hourly or fixed price), visibility, category, description are required, you can skip others, such as preferred qualifications and screening question. Also, note that you are more likely to attract great talent and receive detailed proposals to your job posting if you provide enough information in your job post about the project, your expectations and the nature of the job.
