What are considered billable hours?

Hello

I'm just starting with UpWork and was hoping to get some understanding of when you should log billable hours.  I'm specifically looking at the time when you are working with the client to develop the scope.

Is the discussion time to work through the scopd considered billable hours, or do you only bill hours when you are doing computer/research work?

Thank you in advance for you feedback!

Every second I spend working on the client's project is billable.

Everything I do at the client's request or on the client's behalf is billable.

Of course I want the client to be aware of what he is getting into.

If the client asks me to do something that is going to take time, I will let him know beforehand, and let him decide how to proceed.

I often provide options to the client. If a client asks me to do something that I think could be done faster or better by another type of specialist, I always let the client know. I often tell clients that I might be able to work on a certain task, but it will take me longer and I won't do it as well as somebody else with specialization in that area. So in order to save money, the client can bring in somebody else. But if the client wants ME to do it, and I am willing to do it, then I will.

When I meet with the client or the team to discuss the project, then that time is billed.
