Actually, i am confused about that is it really matter pertaining to proposal time ? Basically, I am new on Upwork, I really need your help by getting sharing your knowledgeable information guys.

Hello Fahim, I believe it depends on your targeted clients, so let's say you live in Dubai but your skill is in high demand in America, so you have to learn what the time is out there so you can be available, reachable, and the first to apply.
