I'm seeing many old topics and all of them state that once the freelancer has been paid in full, then I have all the intellectual, content, ip, etc rights. Also they all refer to user agreement section 8.6 but it does not exist.. Can anyone please tell where I can find this information in Upwork?

It's a lot of "legalse" or "lawyer stuff," and I'm not really into "lawyer stuff." But, yeah, I think for most clients all they really need to know is that by default, clients own all intellectual property rights to anything that they hire freelancers to make for them.
One of the passages most applicable to your question is this: "Upon Freelancer’s receipt of full payment from Client, the Work Product... including without limitation all Intellectual Property Rights in the Work Product... will be the sole and exclusive property of Client, and Client will be deemed to be the author thereof."
