Why do I have to send a copy of my ID to prove I'm in the US?

I've been registered here for awhile, but haven't done any work. Today, I came to register for a seminar and gota  popup saying I had to send a copy of my ID to qualify for US work. I'm not really comfortable with sending a copy of my id even over a secure connection. There must be a better way.

 If you don't want to send in ID you can opt not to do so, then you're no worse off than all the rest of us who can not apply for "US only" jobs. The verification is not for all jobs from clients in the US, only for the ones that are set for US only freelancers (which just happens to be the default setting when US clients post a job)
