Considering there are so many people reporting issue with adding city to their profile, it's little bit annoying it hasn't been fixed yet.

I'm not sure how much of it is actually under Upwork's direct control.
I have the feeling that they licensed a service and plugged it in.
The service probably works most of the time.
But not all of the time.
