Withdrawal of money in the Republic of Belarus

Hello,

I have a question about transferring money from Upwork to Payoneer.

I am a resident of the Republic of Belarus and am not an individual entrepreneur, artisan or self-employed. In such cases, Value Added Tax must be paid in my country. Does Upwork automatically pay this tax or do I have to pay it to the bank myself after each withdrawal of money from Upwork?
