Won't let me pay my person

I have been on the site for about a week or so, I have paid my freelancer with no problem. Now I want to pay him again and it says to fill out Your Security Question. I don't remember fill out anything for a security question. I says it does not reconize this computer and this is the only one use for this. I signed it np and now I can not pay this poor man for his work. I need help please.
