Thanks for your response and sorry for the confusion. I did not phrase my question properly. There are listings which say "open to new proposals" while others do not. Why do some have that "open to new proposals" icon while others don't?

Hi Stephen,

The Open to New Proposals badge is a test that signals to freelancers if a job post doesn't have many proposals. You are still free to apply to any job post you find in your job feed and can check how many proposals the post has before applying in the Activity Section.
