after asking my client to allow manual time, I'm still getting "Adding manual time to this contract"

I have just asked my client to allow manual time on the contract and he did, but i'm still unable to add any, 

I'm getting this message "Adding manual time to this contract is not allowed." not sure what to do.

Try restarting the tracker if you haven't already.
