So, I'm pretty new here but professionally have over 15 years experience as a designer. I'm looking to pick up some work to fill in some stuff I have going on.
What are the best strategies for getting visual design work on UpWork. Here are the things I've done:
Should I spend my Connects quickly and hope that I get some cocnnects back if the job gets cancelled?
Any other ideas?

You're doing all you can do - spend your connects only on jobs you're interested in. Not sure what you mean by "quickly". I would also suggest not doing any more $10 ... all that does is establish yourself as a cheap freelancer, which doesn't jibe with 15 years of experience.
It can take a while to get a foothold.

Jobs that are cancelled are those that violate the terms of service or that are somehow sneaky or scammy. You want to avoid those.
