I don't know what you're allowed to do abroad, but if you don't understand the regulations, it would be safer to turn the job down. It'll say on the page where the job is posted whether the client's payment method is verified or not. It's no big deal if it's not, you just need to ask them to verify it before you accept a contract.

 

I recommend that you go to the "Academy" link at the top of this page and go through all of the materials about how to use Upwork. There's a lot of information and you shouldn''t just blindly accept jobs if you don't know what you're doing.
