It only appears on fixed rate contracts. As mentioned on your other post.
You want to familiarise yourself with how payment works. Start on your Reports Overview Page. Look at the question marks you see, and click on the "When will I get paid" button

Nonsense. Her contract is hourly so there is no "submit work for payment" button. Please try not to confuse matters.

Correct - for HOURLY jobs, there is no get paid button. There isn't any escrow either. Upwork bills the client automatically You will get paid for the hours you worked using Tracker. If you entered in manual hours, the client can dispute them and they automatically win the dispute and you will not get paid for them.
On FIXED rate jobs, there is escrow and make sure it's Fully funded Before you start work. Fixed rate jobs Have the Submit Work/Get Paid button which you would click on when you Finish each milestone, or the entire job if only 1 milestone.
