You don't "delete them"
You close one and carry on with the other. You need to close the second one you opened, as you are only allowed to create one account per lifetime. No "starting over"

I keep getting sent back to the phone verification for one account which I can't do because I already used it with the other account. And when I try the OTHER account there is no option to close account. I've followed the steps online. Not seeing them. Strange

when i get to 'contact info' it keeps cycling back to the password page. No option to close.
