identify verification

I have tried to upload pictures of my driver's license and my green card and it won't verify my  identification. The process won't work. I need HUMAN HELP, because I have only received emails with the same link and the same process. 

Isn't there a way to email or send the pictures to some authorized figure and be verified manually??? I haven't been able to submit any proposals and I need to start working 😞
