is it necessary to apply job from agency manger account

HI Gurus, 
we are a team and working as an agency in upwork, need to learn a few things if you can help us

1. as a team all team members have different work, our business manager is bidding of our agency with other agency member profile, So is it important that we get a job on his (business manager profile ).

As upwork remove or block those profile who are not getting work.

2. Above same, this is also applicable for the owner, as the owner is having some different responsibilities also ( so do he need to get the jobs with his profile also)?
