Hi newbie here! I have just submitted a proposal and in just a few mins. I have received a message and this is what it says:
Hello, Hope you are fine? Anyway, nice connecting with you. I’m a staff at **Edited for Community Guidelines** and at this point, we are hiring workers So we want computer operators, typist so if you are interested, kindly send your full name, name of country and phone number to our assistant director via email on **Edited for Community Guidelines** Regards
I would like to ask if this is legit, and if I can give the details that he is asking for? Hope you can help me with this pls.

Before you apply for more jobs on Upwork, it would be a great idea to do some reading to find out how the platform works.
Unfortunatey, scam job posts are fairly common. A good way to avoid scams is to understand what they look like, and you can find some advice about that here.

Also, never agree to start working without a contract. If the client hasn't sent you an offer, and you haven't accepted one, you don't have a contract.
There are two types of contracts, fixed-rate and hourly. Both come with some protections, but you have to have a contract in place.

Your name is already displayed and your phone number is for communication purposes.
why would someone who can read your name and message you, ask you to re-establish communication with him?
if its not logical - its probably scam

I received such message too, promised to pay $3,000, I knew it was a scam immediately, If the account is not verified on upwork and the salary is outrageous just know that it's a scam.....i wonder why these people won't embrace hard work like frelancers

Sadly, because they find enough victims. They must, otherwise they would do something else. And why do freelancers fall for it? Same reason as to why the scammers do it, actually. They believe they found someone who pays a lot of money for very little unskilled work. It takes both parties for a scam to take place.
I'm glad you recognized it and laughed it off - as everybody should.
