When I am exchanging messages with a potential customer and this message appears "xxxx company not currently have access to Upwork and will not receive messages until access is restored" What does it mean?

That means that Upwork probably suspended the client's account  because of some sort of violation of Upwork's TOS.

Now that could be a very important knowledge-base item to add to our arsenal. We tend to keep waiting/working/researching for such prospects and that's most likely to go in drain.
