Yes they are.  

To find them, go to "Find Work" at the top of the homepage, toggle over proposals.  There are two tabs:  

Active - it lists offers, invitations to interview, active proposals and submitted proposals

Archived - archived interviews where clients hired you, hired someone else, cancelled job post and below you will find a list of jobs you declined (if any)
