Here's the job description.
Hello, We need someone from Canada to make a deposit at the casinos we need to test. Duties are as follows: 1- Creating an account at the casinos we ask 2- Making a deposit with the requested payment method (if you are not a user of the method, we need you to create one) 3- Screenshotting the process 4- Reporting the process with screenshots For now, we need you to hold a Visa or Mastercard debit/credit card and make a minimum deposit. In return, we will cover your deposits + upwork fees, and pay you for your hourly work.

Is this a scam or not?
I don't know.
If this client wanted me to use my own money or credit/debit card, then I would NOT get involved in this.
As a freelancer, I actually DO WORK on systems that involve testing payment gateways using credit cards. But clients don't ask me to use MY OWN credit card or my own money.
When working with PayPal or payment gateway such as Stripe, we can configure the system to run in test mode or live mode. And when we run in test mode, there are test credit card numbers that the gateway vendor sets up for this purpose. So I can run hundreds of credit card transactions through the system, and it doesn't cost me anything.
Aside from that, we really DO TEST LIVE CREDIT CARD numbers. But we don't use MY credit card number. The client tests his own credit card number himself, or provides me with a live credit card number to be used for test purposes.
No client has ever asked me to create my own credit card account and incur charges using it for the purpose of testing a system.
Even if this job post is not a scam, it is not something I would personally participate in.
I found the post you're talking about, and judging from the client's job history I think they're gathering screenshots to go with reviews, and it's probably not directly a scam. But, I would be very leery of taking part in it. Even if the client is perfectly legit, you're giving your credit card info to random casinos on the net. That doesn't strike me as particularly safe.
