suspended account

my freelancer account is suspended since I made many proposals last month. Only 12 connects left. How to fix it I am restricted to post here, that is why I write from my Client account same name.
Please help me with some guidance. I don't recieve emails from Upwork *i check everyday spam folder. My email is gmail account.
