I have a account on upwork and my brother also have account on up work but we have a single pc at home.Can I use both account at same time?

You and your brother may both have separate Upwork accounts at the same time.

For physical reasons, you can't use the same PC at the same time. You can take turns using that one PC that you have at home.

Are you sharing a keyboard and a mouse as well? How do you share a PC at the same time? 
And I would say, no you can't have 2 accounts running the same PC simultaneously. However, you can try using 2 different browsers. So, on Chrome use account 1, on Firefox account 2. Not sure if it will work.

Yes you can. Just make sure you are using 2 different browsers.
