unable to respond to invitation to submit proposal

 I received an invitation to submit a proposal to this job less than 24 hours ago, but can't. 

Was the invitation withdrawn already?

Yes, it looks like they withdraw this invitation. You can locate the invitation under the Archived interviews.

How does that effect my score wrt replying to invitations within 24 hours, since they withdrew before I could reply?

Hi Sheila,

Invitations that are withdrawn by a potential client within the first 24 hours don't count against your response time, even if you didn’t get a chance to reply. You might want to read more about response time here.
