what about upwork skill test? has it been stopped or not? i cant take any skill test.

The skills tests were taken away a few months ago. There was a lot of cheating going on. So many people ended up in "first place," that they weren't a good indication of skills. 

You can still submit professional certifications though, like English certifications, some IT qualifications, to name a few, to build up your profile. The complete list can be found here.
