Hi, I hope you all are good.
So I have a client and we have a contract. I have completed all the things and now he is not releasing the payment.
When I submit work and from now where he comes online on the 13th day of delivery because upwork release payment on 14th day and he comes and request for changes with reply Wait just wait. (4 Months Passed)
And on others hand, the changes he wants are out of contract and not agree to pay more.
I am frustrated (Any Solution is appreciated. )

Hi Sharjeel,
I'm sorry you're in this situation. When you agree to work for a client, make sure all revisions are discussed prior to accepting the job. You won't make this mistake again.
As for what you should do now, you could:
Option #1: In the nicest way possible, reiterate your initial agreement and explain why you think his changes are beyond the initial project scope. Stick to your guns.
Option #2: Agree to making (1) round of revisions and offer to make more for $x payment
Option #3: Agree to as many changes as he wishes
Now with Option #3 you may never be paid because you're allowing the client to walk all over you. I would go with Option #1 and hope for the best. You may have an angry client when the project is done so anticipate a less than 5 star review and potentially negative feedback. This client doesn't sound like a good fit for you.
There will be other fish in the sea... Good luck!

I am very sorry that this happened to you.
This client's behavior is inexcusable. This is what I have referred to as the "fixed-price loophole."
This "loophole" is used by immoral clients as a way to avoid paying freelancers, and/or as a way to obtain free work from freelancers.

I wouldn't call this a "loophole". The principle behind escrow is that the client can't be forced to release the funds against their will except by the decision of an arbitrator. If the client wants to go that way, they don't need to mess about with asking for changes every two weeks. They can just closed the contract. Either way, the freelancer's choice is to dispute or give up.

You can dispute.
If you are certain that what was agreed has been delivered, go to dispute.
