I am providing maintenence services to one of my clients, so there will be just 2-3 billable hours in a month. so my question is that if I start a contract and bill just 2-3 hours in a month, does that hurt my job success rate because of few hours of billing ?

That won't hurt your JSS at all.
In fact, Upwork's My Stats page specifically highlights long-term relationships with clients as a POSITIVE thing.
From what I have been able to see from Upwork's statements and my own observations, a "long-term client" can be one that you bill only ten minutes of time to every three months.
