Bids unresponsive

Why do clients not respond to my bids? I've bid on 9 jobs over the course of one month and only 3 have been viewed, while they all have been boosted to first place when I made each bid?

Thank you for the reply.  I don't understand the process.  Each job that I bid on has an attachment of my rough draft for the job. I say "Please see the attachment," but it's not openned to see.  Does the client not know about the attachment?
