Can't seem to add services, skills to my agency page.

Hello everyone,
I'm trying to add skills and services to my agency page. The services section is just on loading and not showing anything in the dialogue box that appears while the skill box is editable and I can write skills but when I press save it shows cannot add skills please contact Upwork support.

I've not yet purchased the agency plus plan as of now. Let me know if that's the problem?

I've also tried clearing the cache memory of my browser but nothing helps.

Can anyone help me out here?
